The Department of Defense (Air Force) is seeking 8(a)-certified general construction contractors to perform a follow-on Simplified Acquisition of Base Engineering Requirements (SABER) IDIQ contract at Andersen Air Force Base in Guam, with an anticipated value of $25–$100 million and a contract period of up to seven years.

Multiple construction disciplines across Andersen AFB and tenant units, including carpentry, excavation, electrical, plumbing, HVAC, roofing, paving, concrete, masonry, demolition, welding, and design (up to 35% conceptual). Individual task orders will range from $2,000 to $2 million. Work requires all labor, materials, supplies, equipment, and engineering to completion per federal and local safety/environmental regulations.

What you'll need

Must be 8(a)-certified
Capability and financial capacity to manage multiple construction disciplines and multi-year IDIQ
Experience with broad range of construction trades and design work
Ability to obtain performance and payment bonds for individual task orders per FAR Part 28
All work must comply with applicable federal, state, and local safety and environmental regulations

Ideal bidder: 8(a)-certified general contractors with demonstrated experience in multi-trade commercial/institutional construction, strong financial backing, design capabilities, and ability to mobilize on a Pacific island military base.

Est. value: $25 million to $100 million (estimated contract ceiling; previous contract had $70 million maximum).

Eligibility: 8(a) Competed set-aside. Only 8(a)-certified firms are eligible to respond. This is a Sources Sought/RFI; formal solicitation anticipated to follow in 2026.
